I have been looking on this site for a week now and just can't find exactly what I am looking for. Some days at work I have a LOT of down time I am wanting to kill with a game. It has to be cheap, take a decent amount of time to play, and fit into my pocket without being noticed. I was thinking of something PNP but its not mandatory.

Friday- This might just be what you're looking for. Cheap, considered as one of the best solo games in the recent times from a very popular designer Friedmann Friese of Powergrid fame. You might find copies under $16.

Onirim - Nice little card game. Doesn't take ages to play but there are a few options for increasing the difficulty and it's portable, and cheap.

Does it have to be played without being noticed as well? I mean, is this work downtime "official"?

Try the solo variant of Dungeoneer: Tomb of the Lich Lord for a quick, card based, dungeon crawl experience.

Chaos Isle: Zombi Deck is also a good option; it's a horror (but quite cheesy) card game.zombie

It takes about 30-45 mins to play each game.

If you are into the Zombie theme, Zed Deck is designed to fit in your pocket, is discreet, and requires no dice or such. PnP. Can't vouch for it directly as I've never made it, but I've always thought it looked good.

If dice rolling isn't a problem, I really like The d6 Shooters

Firefighters and military personnel probably have more down time than any other job on the planet. Are they not real jobs? Let's not make assumptions.

To the OP, if you can't find what you're looking for on this list: Always alone... the definitive list of single player games. then it doesn't exist.

I heard recently about Utopia Engine. It's PNP and designed for one person. It caught my interest, but I haven't played it yet. So I don't know if it is a good recommendation, but I wanted to let you know anyway because you mentioned PNP.

I travel for work sometimes, so I look for portable solo games with some level of depth. I'd suggest:

Dice games:
D-Day Dice- PnP a copy and then consider getting another later
Delve the Dice Game (PNP)
D-6 shooters - (PNP)
Utopia Engine - Unique (PNP)

Cards:
Onirim - Love this one too
Space Hulk Death Angel: The Card Game - Good game.
Island of Doctor Necreaux - Press you luck meets low strategy
Free Trader - Pickup and deliver (PNP)
Shadows upon Lassadar - Wargame (PNP)

Other:
Inspector Moss 2 - Somewhat of a changing puzzle (PNP)
Doctor Who Solitaire Story Game - This one is if you are into reading/Roleplaying and Doctor Who (PNP)

Finally, if you like deck building games, then you might want to look into:
Lord of the Rings: The Card Game
Thunderstone

Edit - Crossed out half my post for the pocket or cheap factor. All others fit the bill, though.
