I've modified the Conscription card to allow playing two locations at once, which makes it more interesting as a way to keep the deck thin, while settling (alternative to the governor, temporary and limited to locations but with a military bonus). Two military at once also makes it easier to keep up with the opponent, even if there is still military to be bought.
I've also created a few other cards that affect the reserve, trying to make it more interesting to use it as an actual reserve, compared to using it as a trashbin. The french one is Trader-oriented, the english one gives flexibility. It isn't much use when hammering, but benefits other strategies. Note that I'm using the first version of the rules (reserving locations allowed), except for the home support card, and I'm giving the initial Bateaux to the English deck instead, and adding these cards + both conscriptions.
Etat-Major (Cost 2, French Card only)
Take all the cards in your reserve back into your hand,
or put any number of cards from your hand into your reserve.
Scouts (English Card Only):
Search your draw deck for an empire card, and put it in your reserve.
Shuffle your draw deck afterwards. This is a free action.
