On page 19 of the rulebook it says:

A player doesn’t have to use all their miners in a given chamber to extract salt. Those miners not used to extract salt (including extra miners needed due to water) will not be tired after the extraction.

But on page 20 it says:

Miners who have just extracted salt (including extra miners needed due to water) are tired.

So, let's say that in a chamber there are 4 miners, 2 water and 3 salt.
The miner strength is 4-2=2 so i can transfer two salt. How many miners get tired?

Two (since i got 2 salt) or four (two for getting the salt and the other two for helping with water)?

Four. Helping with water exhausts a miner.

The note on 19 was saying that if there are additional miners in a location which are not used either to extract sale or to hold back water, then these miners do not become tired.

I'm late to the party here, but I think the purpose of this rule is to show that you could choose to hold back some miners and leave some cubes in the tunnel despite having enough workers to pick them up. The reason for this is probably because you might not always want to pay a ton of money to players in the mineshaft. A cube you leave in the tunnel could actually be worth more to you if someone else decides to carry it out.
