After several months of trying to see if I could locate this game here, I figured the best possible thing was to just pose a question to the experts.

Back in the mid-1970s, a friend of mine had a war game that was "mult-level." It had a WWII theme with tanks that moved across the first level playing board (this was gridded sort of like Stratego). There was a second level for airplanes. And there may have even been another level inbetween for some other type of movement piece.

I thought it might have been Axis and Allies, but the game does not look the same. Anyone have some possible thoughts about what must certainly be an out-of-print game, or even what that might have morphed into?

Oh my goodness! That looks like the game alright. Now I have to decide if I should add this someday. This will probably end up to my Bas-Ket memory lane purchase.
