Question: How do you handle blocks of the same color of the city they are in. example: During random set-up, there is a red block placed in Chicago.

Should you:
1) Randomly replace these blocks during the set-up phase? This assumes that if Chicago wants red, they would consume the goods cube rather that ship it to another red city.
2) Allow these blocks to be delivered to the same city they started in as long as the route went through 'another' city. Intuitively, it doesn't feel right to deliver goods to the same city that they originated in. Also, the rules state you deliver 'from one city to another city.'
3) Only deliver these blocks to a different city of the same color? Intuitively, it seems strange for Chicago to ship out red goods if that is what they want/need.

What is the 'right' way to play?

I believe the correct answer is 3 but need to double check the rules. The point is that these are "rare" goods produce by Chicago, that Chicago doesn't need. So they send them to NY or somewhere else. A "red goods" is not a single thing but a general category. Maybe they want grand pianos but are shipping out slabs of beef. Something like that.

They are not really goods but represent lines of trade for a type of good. It wouldn't make sense for a city to deliver to itself as no trade line would be formed.
