OK, I'm taking a quick look here at maximum damage output, and how frequently it can be done. All calculations are on the assumption that you always win priority and always hit, and everything isd set up perfectly.

Cadenza: A bit tricky to calculate, what with Press.
Ignoring Press, you get Clockwork Strike for 7, Hydraulic Shot for 5 and Mechanical Drive for 5, before rotating to Clockwork Strike again.
The best Press you can manage is Mechanical Press, taking 6 damage, for 9 total output. Clockwork has a higher power, but also soaks 3, lowering your counter attack by 3.
Press can do more in combination with Iron Body. Demitras can land 13, making Press do 16... but that better win you the match!

Cherri: Max damage is 4 with Blind/Catatonic Strike. Rotating gets 3 on the drive, and then 2 with a Dreamscape Shot. Not very great.
The rest of her damage comes from clashing. A Full Clash (clash all bases, end beat without attacks) does 5. A Perfect Clash (Clash 4 bases, then hit with Strike) does 8 damage total.
In theory, against the right opponent (matching priorities), she could do this every beat. She is able to force a clash every beat (Mirage and Crimson Styles, Stare base and Insight Token)
It's important to note that Clash damage is actually Loss of Life, and thus cannot finish an opponent.

Demitras: With a full load of tokens, you can land a Deathblow for 9. Or you can ante them all with a Strike for 13 damage. This seems insane, but it will take 5 beats to recharge your tokens and attack again (4 with Deathblow).
While rotating, damage is pitiful, capped at 2.

Heketch: With Psycho Strike/Knives and Dark Force, he can do 8 damage (2 hits of 4, which matters for Soak). Otherwise, it's Rasping Strike with Dark Force for 6.
The best rotation is Psycho Strike + Dark Force for 8, Assassin Knives for 4 (retreat, recover Dark Force), Critical/Merciless Shot for 2, then Psycho Strike + DF again.

Hepzibah: Anathema Strike with 3 antes (Including Almighty) makes 8 damage, but costs 3 life. Necrotizing can match this, but costs at least 4 life. Anathema Bloodlight is preferred, doing 6 damage and healing the life spent on tokens.
Best rotation is probably Necrotizing Strike (7 damage, 4 life lost), Anathema Bloodlight (6 damage, no life lost) and Darkheart Shot (5 damage, 1 life lost, 2 healed) for a net total of 18 damage and 3 life lost.

Hikaru: Advancing Strike + Fire + Crossover makes 9 damage. Geomantic makes 8. Fire can be used every 2 beats (Ante on 1, recover on 2, ante on 3).
Rotating would be Advancing Strike + Fire + Crossover for 9, Trance Drive for 3, and Geomantic Shot + Fire for 7.

Kallistar, Elemental: Flare Strike is 9 damage, but you exit elemental form. Ignition Strike does 10, but you lose 3 life.
If you're willing to take the damage, it's Ignition Strike for 10, Caustic Shot for 6, and Flare Drive for 8. You lose 6 total life (3 beats + Ignition) and exit elemental form.

Kallistar, Human: Much less damage here. Flare Strike makes 7, then Caustic Drive and Ignition Shot for 4 each.

Kehrolyn: Mutating Bladed Strike for 8, followed by Whatever Bladed Drive for 5, then anything Shot for 3.
This can be goosed a bit. Mutating Whatever Overload (reveal Bladed) makes 5, now you can Bladed Mutating Strike for 8, then Whatever Bladed Drive for 5.

Khadath: Hunter's Strike makes 6, followed by Teleport Drive for 4 and Blight Shot for 3.
Amusing sidenote: Use his Overdrive on EX/Almighty Cadenza's Press. That's a 28 damage counter-attack, which sets our new record.

Lixis: Pruning Strike can get up to 7 damage. Follow with Venomous and Rooted Drive/Shot for 4 damage each.

Luc: Fusion Strike for 4, pushing them into the wall for +2 makes 6. Then you Memento Shot for 3, spend 2 Time to repeat, is 3 more, finish off with a Chrono Drive for 4.

Magdelina: Hard to measure. She only gets 2 beats at Level 5, max. Lets go with level 4, which can be reached much earlier through Overdrive.
Excelsius/Priestess/Sanctimonious + Strike/Drive/Shot = 7/6/6
Add or subtract 3 for each level difference. Note that using Spiritual on the 3rd beat to level will reduce total damage by 1.

Rukyuk: Sniper Strike + Explosive = 9 damage. Followed by Gunner Shot for 4 and Crossfire Burst + Token for 5.

Sagas: Impossible to measure generically, as max bonuses will depend on the matchup. I'm not even going to try. All I can say is "Mirror vs Demitras can do up to 15 on Shattering Strike". Heh.

Seth: Assuming he's always correct on predictions, he can pull 7/5/5 damage.

Tatsumi: Very low damage. Assuming Juto is always in Zone 0, damage comes out at a measly 5/3/3. Her Empathic style can do some extra, but you have to take a big hit for it to work, which is a losing proposition.

Vanaah: Glorious, Vengeance and Judgement, with 2 Divine Rushes makes 8/5/6, but then next rotation is only 6/7/4.

Zaamassal: Basic rotation is 5/3/3, but Paradigm of Pain can add 2 life loss to each hit, bringing it effectively up to 7/5/5.

Conclusion: Not counting Press, the absolute maximum 1 hit damage attack is 13 from Demitras.
Aside from that, Kallistar's Elemental Ignition Strike can hit for 10, which is terrifying when her Overdrive only does 8.

The highest rotation is Kallistar Elemental, doing 24 in 3 hits.
Next highest is Magdelina, Hikaru and Vanaah at 19.
Lowest is Cherri with a pitiful 9. Second lowest is Tatsumi and Zaamassal at 11.

Median rotation damage appears to be around 16-17

That's good to know. Thanks for the analysis, Jayson! I've finally begun brainstorming ideas for a character that I think might actually work both in the game and in the fiction, and it's nice to have a baseline for this sort of thing.

And you were complaining about Chair Shot reaching 8, huh:-)

Jusr kidding. Lots of math, but great work...
EDIT: I believe, though, that Clockwork Press is actualy the perfect combination. Yes, the damage scales down a bit due to soak, but still its a move that is both defensive and offensive at once. If you block the whole damage, its still a 4 hit. Anything more than that will go back straight to the oponent.

Excellent analysis!

I think this belongs in Strategies or General though not Variants!

I stuck it here as an aid to balancing damage output of custom characters.
You are right that it would fit in Strategies though...

Since Soak occurs before damage, and thus before Stun Guard, Clockwork still has a higher Press damage potential than Mechanical does...assuming your opponent can land a 9-damage hit on you, that is. Not too unreasonable for something like Kallistar's Elemental Flare Strike.

No big deal; one point of damage for one character shouldn't throw off the mean calculation anyway and obviously won't change the median.
