I've looked. I really have... and (though I may be delusional) I consider myself to be above average in intelligence... but I cannot figure out how to rate a game. Please help. Thank you.

2 ways:
First way:
You can go to the game page (Say http://www.boardgamegeek.com/boardgame/3076/puerto-rico)

Scroll down to the bottom where the User Information section is.
Click on the Record information link.
Click on the Rating area (Where is says N/A). enter your rating.

Edit, second way
Second way:
Search for a game, say Puerto Rico
http://www.boardgamegeek.com/geeksearch.php?action=search&ob...

Click on the rating column for the game you want to rate (Where is says N/A) and record you rating.
