My cousin fell on her butt and this is the result. US Cellular wants to charge her $150 to fix it. I don't know much about phones but is there anyway we could fix it for cheaper? Are there websites that sell cell phone screens?

If it were me, I might give it a try, but I've been working with electronics since I was a kid. There is also the possibility that something else also broke in the fall. And if you take it apart yourself, they might not honor the $150 replacement if you can't fix it.
Looks like both the touch screen and the LCD are broken. Combined they probably make up 70% of the cost of the phone.
Based on the picture there may be internal damage to the main PCA and the plastic edges of the case as well.
Unless you have the right tools to separate the internal cable connectors between the LCD and the PCA then I would not recommend doing that. Also, attaching the touch screen to the LCD takes practice and often special glue gaskets which are usually customized to the phone.
