Each other person gains a Tax chip on their Tax mat.
+1 Coin per X Tax chips on all Tax mats except your own, where X is the number of people playing right now.

I play Dominion to avoid thinking about taxes...
But anyway, sounds interesting. Although, not very useful early on. Maybe add a +1 action... could be weakened by this text:

This would be identical to a card that puts a token on your mat and gives you +1 coin for every token on your mat, except that if a player were to block it with Moat or Lighthouse, your bonus would be decreased by one, then if it were blocked a number of times equal to the number of players it would be decreased by two, twice that by three, and so on. However, there wouldn't be much incentive to try to block this, since it's an attack card that doesn't actually hurt anybody.

Actually I think it's a bit more interesting than what you describe, at least in 3-4 players. If someone uses the card a few times, both of his opponents will get tokens and then one of them could use the accumulated token himself. Pretty interesting IMO, except of course it's not really an attack and it's boring in 2p.

I think this isn't a good idea. The problem is exactly what you described regarding tokens on other players mats. In a three player game, if one person buys Tax, one other joining puts himself at a strong advantage over the third, so he'll want to, and similarly the third will want to join to not be left behind. In a four player game, it's worse. Like Pirate Ships, but two people with them against two without will just thrash most decks. So you end up with an action that's going to be accumulating value ridiculously quickly until the game is decided on who gets the best draws of them.

Perhaps Martin is right. But theory and practice almost never match up in this game. =)
