how many players you aiming for? card games tend to be cheaper and often smaller. guillotine is nice with non-gamers or for a filler.

Forbidden Island fits the bill if you don't mind a co-op. Great price for a small fun game with high quality components.

It is 5-10 players, though, and a party game.

ninja GOSU, you can try it out against yourself using Vassal to see if it's your thing: http://www.vassalengine.org/wiki/Module:Gosu
Google Gosu rules and you'll find the pdf here on bgg.

Same goes for a lot of games, as long as you can find their module on that site.

The Battle for Hill 218---cheap, easy, fun, strategical; 2p game
Three-Dragon Ante---gambling card game with D&D dragons; very fun
Beowulf: The Movie Board Game---very fun tile-laying game; originally in the 30 dollar range, now you can find it for less than 10.
Space Station Assault---2p card game
Iliad---fun, competitive card game
Battlefields of Olympus---2p card game; you can usually find it much cheaper than its list price
Carcassonne---sometimes you can find it priced in the teens online

The Resistance for 5-10 players
San Juan or Race for the Galaxy depending on the desired complexity for a faster variant to Puerto Rico
Since you already have Pandemic I'd favor Red November over Forbidden Island if you want another co-op (although I haven't actually played either of the two)
Pickomino - nice short push your luck game
Take 5! or 6 nimmt!

I'd actually recommend trying this one on boardgamearena.com over VASSAL. That's what I did a couple weeks ago, played against a live opponent. it sold me (own the game now)

Ohhh thanks, I'd forgotten about that site. It's great as you get to see experienced gamers with their strategies in play. Otherwise it's easy for new players to think it's too random.

Rock Paper Scissors - first one that came to my mind; not only does it excel in the given characteristics, but on top of that it is also highly addicting and will play nice with any and every group
Tic-Tac-Toe - nearly as good as RPS

...

oh, you may also try Saboteur, a semi-coop card game with lots of fun (of late you can also try this one out at BoardGameArena) or Bohnanza - a nice little party game of trading beans.
