Either they play (in this case we will bury you) the card they got from your hand (as ops or event or to space) or they get 2 ops points.
As the US I love the card. As the soviets, not so much. The perfect hand has grain sales and voice of America in it.

Grain Sales is one of the best US headlines, IMHO. It lets you respond to your opponents headline or just steal the coup if you like.
