If I understand it correctly, the 2-Player game ends when there is only 1 building left to be built. That player finishes their turn then the other player gets a turn then the game ends.

But what if both players block off their Cloister Offices with non-cloister buildings so that no other Cloister building can be built?

Does the game never end since there will never be only 1 building left?

Do the unbuilt Cloister buildings not count toward the buildings that are left since they can no longer be built?

I believe the end condition is 1 building left or when no buildings can be built. And in the long 2p game its when 3 buildings are left.

As this situation has never occured during playtesting (frankly, both players need to play really badly to end up like this), there is no rule in the rulebook for this situation. The official ruling is, however, that - in the 2p game - no player is allowed to completely surround his or her cloister. Should this happen by accident, end the game as soon as there is no more building that can be legally built.
