Can someone please explain, or remind me, what the small tan hex counters are for? They are; double-sided numbered 1-9, with one blank and one labled "winning" on one side and what resembles an archery target on the reverse.

I honestly could not find a reference to these counters in the rules...

My guess is that they are for use with Steam: Map Expansion #1.

On the counter sheet there is text that states that some of the tiles are for use with the previous Mid-Atlantic expansion Map.

The "Winning" hex tile has a bullseye on the back which I might be used to denote some sort of end of game target or trigger.

I picked up Expansion #2 this morning at TWC, but don't own Map Expansion #1 (so don't have access to the Mid-Atlantic ruleset).

I'd like to believe is that case, but I don't see how these tiles apply to the 1st expansion...or this one.

I am surprised that nobody from Mayfair seems to have even noticed this question.

There are a number of tiles that were included on this because we had the space. I put the numbers on tiles so that if anyone wanted to make Steam expansions and wanted to renumber the tiles then they could just use those, also the numbers are there for those that want to keep track of turn order if they put tiles back.

The target with the winning on the back really is to give to anyone that is clearly winning to remind everyone who the real target is.

The tiles that are used with the Mid-Atlantic map are labeled accordingly.

Are you talking about the Subsidy action from the previous expansion? If so it is now a 5 tile and we have renumbered action tiles for Supply, Locomotive and Urbanization.
