I must be missing something.

Deep Dive adds 2 stree to the u-boat, and allows you to choose the smaller of two dice rolls for each attack against that u-boat for the rest of the turn. In exchange, a cautious u-boat cannot attack this turn.

Silent Running removes any detected counter from the u-boat, MAY add 2 stress to the u-boat, and prevents any and all attacks on that u-boat for that turn. In exchange, a cautious u-boat cannot attack this turn.


To me, it looks like Silent Running is superior in every way to Deep Dive.
Why would I ever use Deep Dive instead?

(Also what's up with the line about the u-boat with Silent Running having a speed of zero? I can't see how that would affect the combat, especially since the Silent Running marker is removed at the end of the combat resolution phase.)
