This is a question from the One Piece remake rulebook, so maybe there's some discrepancy, but anyway:

A company that's 11 tiles big or bigger is considered "safe" and cannot be swallowed by a bigger company. However, can it swallow a smaller one?

I.e. the restriction when placing tiles is that you mustn't connect two companies that are BOTH 11 tiles or bigger. Or can a company bigger than 11 tiles not be connected to anything?

An important tip for strategy is trying to form new companies near "safe" ones, knowing it is likely to get absorbed (and thus triggering a payout to stockholders in the small company).
