The Ares site for this system includes the following:

The "airplane pack" sounds like the individual planes we were used to buying with WoW. But the Special pack?

It sounds like you will have packs that include rules, counters...and ONE plane?

Will WoG WW1 use damage decks or damage counters/chits, like WoW WW2 and the first release of WoG WW2.

Isn't the Special Packs for the Bombers, hence the rules/counters etc.
So best to think of them as similar to the Balloon Packs
