Say your spy is in France.
You have a France:2, France:3 and France:2 cards. Can you play all three as a France:7?
The rules seem to suggest you may combine 2 cards to form a single card but they do not explicitly seem to say you may combine ONLY 2 cards.

Of course, Mercenaries may be combined in any number, but I am wondering about country cards specifically.

I believe the rules state specifically that the spy either gives a +1 or let's you combine a maximum of one additional country card.

We *do* have an expansion (coming soon to a geek store near you!) which will allow a third card...
