Friendly Action Space variant…

Here's an idea to allow players to use occupied action spaces: a player may send an imp group to an occupied action space, but to do so he must send one of the imps to the hospital.

Details…

A player may occupy each space only once per turn.

The imp group must have an imp remaining to occupy the space (so each group must be at least two imps large before sending one to the hospital; three imps large when wanting to occupy a cage space).

Hospital: When a player goes to an occupied hospital space, he does not get the just-hospitalized imp back right away. He'll get him back next time he goes there.

Food: Food tokens do not run out. Replace when needed.

Artifacts: The artifact space is the only space that can't be occupied by another player.

Cages and Addons: These resources are limited to what's normally on the board. If all the cages or addons are taken, add an additional cage/addon during the New Stuff phase.

Pets: Pets are limited to what's normally on the board.

Is there a thematic reasoning/justification for this, or is it just to weaken passive-aggressive strategies? Because unlike other worker placement games, I don't think DP in general rewards taking what other people need but you don't.
