After failing the first test of the ejection seat retrieval procedure the military felt attaching a parachute to the seat would be a much better option.

Hey, pilots of America, it's hand-crafted, leather Ejection Seat in a Fuselage! Who needs constant air combat stimulation when there's Ejection Seat in a Fuselage, based on Mexico's favorite toy for over 340 years! Launch the ejection seat, catch it in the fuselage, dump it out of the fuselage, toss it, and catch it in the fuselage again. The ejection seat is on a string and attached to the fuselage, so there's no worry if you don't catch the ejection seat in the fuselage, and clean-up is as easy as catching an ejection seat in a fuselage! So why spend another day not catching an ejection seat in a fuselage when you could be catching an Ejection Seat in a Fuselage?

The USAF, inspired by the James Bond motion picture, "You Only Live Twice," failed to grasp the fiction part of the film and proceeded to develop their own airborne recovery vehicle.
