Subject: "Eastern Europe" Wording on Cards rss

When cards refer to "Eastern Europe," what does that mean? Isn't the entire map a depiction of Eastern Europe? An example from the rulebook posted in the file section would be FRG Embassies.

From the rules, p.2:

2.1.2 Eastern Europe and the Balkans: East Germany, Poland,
Czechoslovakia, and Hungary are considered to be in Eastern Europe.
Romania and Bulgaria are considered to be in the Balkans.
Certain Event cards affect one region or the other.
