Tough question. I´d say Brass, but I can´t tell you why and it´s a verry close decisson, as both are great games.
And don´t forget to consider Puerto Ricos more flexible number of players. So if you sometimes play with 2 or 5, Brass is not better pick.

If you are asking because you might buy one or the other I would recommend Puerto Rico or Age of Industry. Brass has a number of quirks and needs to be played by experienced players.

I personally love Puerto Rico. One reason is that is supports so many player counts seamlessly. 2 is as good as 5 is as good as 3 or 4. And it plays fairly quickly and has very little down time.
