I have 2 questions about adjacency in the game.

1. When trying to get points for a district do you get points for zones that are diagonal to the placed tile or just vertically and horizontally.

-Also does water block adjacency?

2. Does the same rule above apply to community tiles? It seems like they are clearly defines as using diagonal tiles as well.

- Does water block this adjacency as well?

These terms are defined on page 2 of the rule book...
Adjacency is up/down/left/right...not diagonal.
Surround is all eight areas surrounding a zone or community tile.

Water does not block adjaceny or surround.

Community tile modifiers apply to all actions surrounding the community tile.

Districts points are earned based on adjacency.

The City Manager role card mixes that up a little by awarding an extra point for action ADJACENT to a community tile.

When doing the Zoning, you count Adjacent tiles, which are the ones that are connected orthogonally and not diagonally. Water doesn't block Adjacency.

When counting for Community tiles, you count surrounding tiles, which are both orthogonal and diagonal. Water doesn't block surrounding.
