Isn't Runewars essentially supposed to be both of these simultaneously?
I think Risk Legacy has both of these elements - provided you can get past the concept of a "disposable game". It is an invasion-type game that you play in a series of 12(?) games, and I believe players acquire distinctive abilities over time based on the outcome of each game.
