Sorry if this is super easy, but I just wasn't finding the answer. What determines if a turn has variable weather? Is it as simple as any turn that's not yellow?

The answer is on [14.14] Variable Weather.
The answer is also available on your countersheet:
(1) Sept/Oct : Clear or Mud
(2) Nov/Dec : Mud or Snow
(3) Mar/Apr : Mud or Snow

Note: The weather counter with Snow on one side and Long Winter on the other is NOT a variable weather. Long Winter is by definition on [13.1]:
Quote:
When there are consecutive Snow turns, the second (and possibly third) turn in a row of Snow is called a
Long Winter turn.
For example, if Turn 4 is changed to Mud by Fickle Weather, then Turn 5 is just Snow, not Long Winter.
