Travel is permitted downriver to New Orleans, but how--or do--American troops return if desired? They can't use the wilderness road if they aren't light troops.

The roads through the Civilized Indian territories aren't Wilderness Trails, they are Frontier Roads which can be used by any units. (see the 5th paragraph of 6.2).

That frontier road running up from Louisiana through Choctaw and Chickasaw territory to Nashville, happens to be the Natchez Trace. This road was famous for return trips from New Orleans; farmers would float their produce down the Mississippi on flatboats, selling everything- including the flatboat- in New Orleans. The trip back up the Natchez Trace was more arduous and more dangerous, since highwaymen knew that farmers with lots of cash would be walking up the road.
