My friends and I worked on a campaign system a few years ago, we came to very similar conclusions about CC values as you. We handled what you've called toughness differently though. We gave each model a number of wounds based on their 40k armour saves:
6+ and 5+ armour get 1 wound,
4+ armour get 2 wounds,
3+ armour get 3 wounds,
2+ armour get 4 wounds.

It gives survival to models when guns are used on both sides, and since we use a variation on the 40k rending rules for CC all models cann still die in 1 round of close combat.
In rending close combat and model that rolls an unmodified 6 in close combat (and beats their opponents roll) can reroll the dice in an attempt to inflict another wound.
Power weapons inflict as many wounds as the difference in close combat scores.
