I actually use it to play OVERLORD/BREAKTHROUGH by placing two breakthrough boards side-by-side since I own two of everything and, being basically a miniature wargamer, enjoy large battles. I just get the commander-in-chief to control the centre and pass cards to the generals on his flanks to use as they wish. It works fine.

I've used (and in fact, prefer) the Breakthrough deck with standard scenarios, but I have never tried it with Overlord scenarios. As you say, the main issue will be how to allocate the "on the move" orders. Since they can be used in any board section, I'd probably have the CinC allocate on the move orders.
