This seems like an incredibly obvious issue in this game, but I see no rule for it. The turn sequence allows other players' armies to move into the space on the army block vacated by the besieging army or armies. However, the rules state that a besieging army is returned to the army block at the conclusion of the siege. There is no explanation of what to do in the very likely event that no spaces are left open on the army block at the time the siege is concluded. Is the besieging army removed from the board in that event? Does anyone know or have a well-reasoned opinion about this?

The Command Block represents the total number of armies permitted in a Region. This number includes abandoned Armies and any Army that lays siege to a City. Although it feels like the Army has left the Command Block, it has not actually vacated the Region. Therefore you must leave a space open in the Command Block for the Army to return to after it has sieged the City.
