Hi can anyone help?
When playing as the USSR where exactly can the influence be recolated?
Is it to contries that's both players have influence in but not us controlled only? Or can the USSR relocate to any country ?!

Mandrake, it's Defluoridization which is critical in the fight against the international Communist conspiracy. Desalinization can come later.

By relocation I understand that you have to reduce Soviet influence from one or more countries on the board and add that to the countries as described above.
