I'm a little unclear on how item cards are selected. Are they random draw? Or do you look through the deck and pick the one you want to "find"?

If it's random, then what happens if you can't afford the one you draw?

And if it's not random, then how does the WBR bonus with the 3 tools work? It seems to be saying the same thing - pick an item, and pay for it.

Before the game starts, pull out the specified Special Items and add them to the Regular Item cards, forming a public pool. (I like to sort them into stacks by cost, ala Dominion.) They are face up so you are allowed to select the item you wish to purchase from the pool.

The "Special Find" RWB bonus means that you can opt to use your one item purchase for the turn (during Phase 3) to re-buy an item that has already been used by yourself or another player (it would have been turned face-down in front of that player when it was used).

In my experience, Special Find is typically used to re-buy a Grenade, Mortar, Flak Jacket, or Binoculars (though I imagine it would also be useful with the Rifle Scope against a Specialist-happy German, or with the Flame Thrower or Bangalore Torpedo if the units are staggered in their approach on the Bunker.)
