Just want to make sure... when a card says +1 to VP, it moves the VP track towards the + column and when it says -1, it moves it toward the communist side?

In other words, on first glance, it looked like whomever's card it was, they'd either lose vps for their side(+ for communists and - for the democrats+ or gain vp for their side)... but then we looked at it more literally and saw that we thought they meant that all negative vps moved towards communists and all positives moved towards democrats, no matter whose card it is. Is this correct?

You are correct. Positive VPs always go in the Democratic direction, negative VPs always go in the Communist direction.
