Sooo..... this is literally an ender, as its name suggests. Very wonky....
1) I'd say it seems redunant in the sense that if someone has 10 power, they should probably be able to come out ahead anyways...
2) ... but I've seen games where someone manages to catch up.
3) Also, to end the game to keep opponents with good cards coming up, or from going to town with 8+ constructs.
4) I do like how it sticks it to those who invest in deck thinning strategies.
Is it fair to say this overall won't be taken too seriously, although some of the promos have already delved into this territory
