If you succeed with a grand assault and choose the hex from which the original assault was initiated, are you then allowed to choose the units that did not successfully join the standard assault (i.e. they were selected to participate in step 1 of the assault procedure but didn't make it in step 5 because of a bad command roll)?

The rules state (step 3 grand assault procedure, page 12 , standard rules) that the participants selected for a grand assault must not already have been selected (successfully or unsuccessfully) in Step 1 of the assault procedure.

In step 5 of the grand assault procedure, it states that the selected units contribute their strength to the attackers totals in step 7 and 8 of the assault procedure.

As I interpret it, in a grand assault you can't (re)select the units that didn't succeed in joining the original assault. That just seems a little weird, as you can select EVERYTHING in other grand assault hexes.

Yes.

In game mechanics, think of it as an incentive to risk only choosing 1 division to participate from a hex when attempting the regular assault, before attempting a Grand Assault. If you fail on the first attempt, the orders were "refused by the commander", etc, and the division has wasted a Fatigue level. However, if they are not tapped to participate, they could conceivably be cajoled later on to assist the other divisions in the same hex with an inspiring speech before the Grand assault.
