Just a simple campaign question - is the Quest Guide public knowledge for the heroes? Can they flip through it?

The winner of the quest chooses the next one ... so I assume yes, they can. Or do they simply look at the map on the back of the book, and their campaign pad, and choose based on that?

The Quest Guide has a small box of text "These quests are all written with the assumption that all players know all the rules and victory conditions - in short, unless noted, none of the information is secret."

Yes, they are free to flip through the quest book if they want to. My understanding is that the First Edition quest book had secret information for the overlord (trap locations, etc) but that the Second Edition use of Overlord cards obviated the need for secret information. That said, there are many previews and reviews out there from people who were familiar with the first edition and incorrectly assumed the quest book was secret knowledge for the overlord. Therefore, don't be surprised if you encounter misinformation along those lines.

We've found perusing the quest guide for available rewards is a great way for the heroes to choose the next quest.
