Yes

Revolt can always be played. 'Next lowest' and 'next highest' refer to the next rank, not the next number--so if your table ranks look like 2, 5, 6, 8; then the 6 would be able to trade with 5 or 8, and the 2 would be able to trade with 5, etc. It's not necessarily up one number or down one number, but up one rank and down one rank, however many numbers may separate the two.

Does revolt only count the active players or all available roles in the game?

If the game is the Squire, Knight, General, and Overlord and the General has already died; can the Knight play Revolt to give the Execution order to the Overlord and swap roles?

Yes, Revolt only considers live roles. If it comes down to Overlord and Servant, they can swap using Revolt just as easily.
