I myself am skeptical of paranormal and occult claims but as a game player, I am concerned about how the policy is worded regarding Tarot. These cards are not only used for metaphysical purposes or divination. Tarot is also used in certain trick taking games played mostly in European countries. The way eBay's policy is worded, it appears that certain card games or playing cards might also be prohibited because they happen to use a Tarot deck.

It might sound pedantic but I don't think it's right that companies should use terminology which promotes the common and harmful myth that Tarot is only used in fortune telling or was made for such purposes.

A History of Games Played with the Tarot Pack: The Game of Triumphs
Ebay and other companies responsible for such policies should be aware that there is a distinction between Tarot readings and the use of Tarot to play the traditional trick taking game for which these cards were originally intended. If they are going to use the word "Tarot" in such policies they should be specific if they are speaking of "Tarot readings" "Tarot cards" or "Tarot games".

It is not only psychics who might be adversely affected by this ban but those of us interested in exotic cultural items such as Tarot cards or Runic alphabets in an exoteric context might also suffer because most people use them in divinatory arts.

A ban on tarot readings, not the cards themselves.

"It's important to note that items that have a tangible value for the item itself and may also be used in metaphysical rites and practices (ie jewelry, crystals, incense, candles, and books) are allowed in most cases," Hoff wrote."

Thats absolutely how people will get away with it. Just like selling tickets for face value with a $450 shipping charge.

I've been selling invisible friends on ebay for years.
Sadly someone started selling invisible animals and I just couldn't compete.
