I cant help but draw up the idea that the factions are set up to do a "standard splash", using just one-orb OOF cards.
Anarch: aurora, easy mark x3, femme fatale x2, lemuria codecracker x2, akamatsu mem chip x2, net shield, rabbit hole x2, sacrificial constuct x2.
Criminal: cyberfeeder x3, datasucker x2, stimhack x2, yog.0, akamatsu mem chip x2, net shield, rabbit hole x2, sacrificial constuct x2.

15 splash, plus 15 neutral, plus ~30 in-faction, gives 60 cards, to be whittled down to a lean 45+ rig. for corps is closer to 20 neutral plus ~25 in-faction. main difference is you must whittle down to 49 or less. corps are also frozen in their agenda choices in the core set. to make a 45-49 card deck, you must use all the agendas that you can use.

i find i use the most 2 influence cards when i splash, as lots of good effects you cant get in-faction are there (particularly searching, recursion, or better breakers/ice), usually getting me 6->7 OOF cards per deck. ill pull in 3+ cards only if they really impact the core strategy Im going for, and Ive never been tempted to try and cram 15 1 influence cards in.
