Negotiating looks like a big part of this game (playing my first game this weekend) - but what sort of limits are there to this? For instance, are armies allowed to march through players territories without attacking each other?

Nope - no marching through each others' territories. You also can't trade power.

However, you can make any promises you want as to what you will/won't do. But you can't alter the game rules with an alliance.

As a general rule:
There is no such thing as alliance in the rules. For the game it self you are all enemies.

All you can do is promise another player to do (or not to do) something. And all what this player has is your word (which in this game should mean nothing).
This is a game about breaking, not making alliances. And seeing this naive people loosing with you as a king on the Iron Throne.

As stated it's a game about breaking alliances and when to do that. It's also far better to play in person than on vassal. The private messaging system gives you limited ideas of when the guy is going to stab you in the back or who he's talking to. A live game ran well means you worry every time you get up to get a drink as you never know what's been said when you get back to the table. Does that nod mean he's changed sides? Is that text really from his girlfriend or is it from the player across the table?
