Or are they permanently out of the game once they have been drawn out? (thus changing the odds of what's going to be drawn out next time the hunt is successful.)

Hunt tiles are removed from the game except:

1. Where specifically stated by a card and
2. Eye tiles that are removed before the Fellowship enters Mordor. Those will go back into the bag/cup.

All Hunt tiles drawn are set aside unless otherwise specified.
I often place them in the sea area.

Any tiles permanently removed by certain Event Cards are put into the game box.

You will create a new Hunt Pool with remaing tiles, Eye tiles set aside and any special tiles added by Event Cards to put them into a cup if the Fellowship is places on the Mordor Track (page 43).
And in a rare case, you will put into a cup all tiles set aside after the Hunt Pool has run out (page 40).

If you need to reform the Hunt pool due to it becoming empty no previously drawn Special Hunt tiles (Red & Blue) will be reinserted into the Hunt pool.
