What/when is the Priority Refueling option(R&R?)? I don't see this in the rules.

Hi from Germany,

take a look at page 9 (bottom) of the rules book.

Tanker Priority
You can choose to purchase the Tanker Priority option during
the Arming Step. Having Tanker Priority reduces the mission’s
Weight Point penalty to -0 WPs. Pay 1 SO Point for each
Aircraft flying the mission.

Cheers
U.L.H.

This made me think about using some of those Super Hornet drivers in the game as buddy tankers. I mean, some of them are so bad that if you use random draw and end up with them, you'll be hard pressed to find any use for them in combat. Maybe, like, you could designate one plane per mission as a tanker, and that plane could refuel one or two others... it would help pay back some of the terrible SO cost of the Super Hornet.

No, I'm not really considering it. I'll never use random draw in Super Hornet time period again... I still have nightmares about newbie Toon.
