It's hard to imagine that such a place exists, or at least in a way that would be affordable. The big problem is that plastic minis are actually vastly more expensive to produce than metal ones. The molds for metal minis are rather simple and you yourself could actually cast them in your backyard if you were willing to go through the whole process. Plastic molds however are much more complicated, needing to be made of steel I think, and require an injection process, high speed spinners, etc.

It sounds like a cool project though, good luck!

Wizkids has made all the plastic minis anyone could ever want for their Mageknight series, and you should be able to get the ones you need for pennies on the secondary market. Hell, melt off an arm or something if they don't look right to you.
