When someone plays a single card... say... a ten of swords... can I play a Jack of pagotas to beat it... or must I pass if I don't have any swords higher than ten?

Suit is irrelevant, you must play a single card that is higher (or a bomb).

It's a climbing game, you don't have to follow suit.

Suit does not matter. Just value of the single card. In your example the Jack of Pagodas would be a valid card to play in response to the Ten of Swords.

And it bears mentioning that there is no 'suit order' either. There exists no ten that can beat another ten. This is a departure from some other climbing games (in Big Two, a Ten of Hearts could be played on a Ten of Diamonds, but not vice versa).
