Yes; pinning determines how many ships of a faction can exit a hex, not how many can enter. In your scenario, if you moved in you would have 1 pinned ship, and the enemy faction in the hex would also have 1 pinned ship.
Pinning might be better described this way: your ship may only exit a hex when the total number of your ships exceeds the total number of all enemy ships. The following 2 exceptions exist:
- GCDS pins all ships - Ancients are not treated as "enemy ships" to Draco, but instead are ignored
