I believe the Government ability is the 7th Special Forces:
7th Special Forces GAFC
Infrastructure protection training: Each Control phase, Govt may
remove 1-3 Terror or Sabotage.
US training ineffective: Control phase—Sabotage LoCs with any
Guerrillas equal to cubes.
Its a very nice power to have for two reasons: it can earn the Gov. extra money, because the Control phase occurs before the Resource phase, or allows you to take over territories for a cheaper price (every terror removed is 3 Gov resources saved).
Also sabatage markers can be removed by some cards, or give bonuses to the government. Here are the two that I remember:
1. Oil Spill (GFCA), shifts 2 opposition or neutral departments to passive support, if they are adjacent to sabotage.
2. Pipeline Repairs (ACGF), removes all pipeline sabotage or, if none, Gov. resources +12
