Anyone know why the FARC or AUC would waste a 'Terror' Op in these 0 Pop Depts?

Very true, but is there any point in actually placing terror markers? As far as I know, the only effect of terror markers is to make civic actions and agitation more difficult. Are the "Terror?" spaces just there to let new players know that they are still able to use Kidnap/Assassinate, or is there something else that might reference accumulated terror markers?

Out in the boonies, I think the only purpose would be to mark an area eligible for those special actions. Seems like the action counter itself would suffice. I can't think of a card effect that keys off of the terror counters.

The number of terror markers is limited if I remember correctly. So if there are kidnap/assassinate actions in 0 populations it does reduce the amount available to place in other areas.

Not sure how often it happens that you run out of them (have not myself, but only played 3x so far).

That's correct. There are 40, and they are a limit on play.

You are unlikely to run out, but I've seen it happen.

So having Terror markers in 0 Pop Departments is not a concern, more bookkeeping on how much Terror has been committed, plus avoiding having to have an exception in the rules (which is always a burden and thus only justified when truly needed).
