I thought to change this action in this way:
instead of recover fatigues at end of the turn, you recover when make the action
Example: a hero has stamina 5, and has already 4 fatigue token on his sheet. at his turn, he make rest action, and recover all his fatigues. then he can make his second action.

Do you think that this could change the game balance?

I think it would change the game balance drastically. Being able to spend fatigue, recover all your fatigue and use more fatigue in one turn would be a huge advantage especially in epic play or later in a campaign when more skills are available for the heroes.

Yeah, I think that recovering fatigue at the end of the turn was a deliberate decision made by the designers. If you recover it immediately, then a full-fatigue Hero can do anything they want on their turn as long as they rest first.

we were actually playing this wrong (as the OP suggests) for a few scenarios, and the heroes figured out how to manipulate it to be extremely overpowering....

Us too. The first couple games we thought rest gave fatigue right away. It made for some interesting, very easy games for the heroes. Now, they have to consider their turns carefully.

I agree with everyone else here.
Fatigue is fairly easy to recover as is.
By changing fatigue as you're suggesting, it'd make it even easier to recover.

YES. And drastically. The first time we played we also thought that you could recover upon a rest action. But quickly realized the result.

Based on your 5 stam hero (with no fatigue): on any turn, that hero could use 5 fatigues and move 5 spaces, then rest as action 1 (clearing fatigue), then use another 5 fatigues to move 5 more spaces and then still have his 2nd action to attack or move his speed or any other action we wanted to do.

Most encounters are races. The ability for a hero to move 10 spaces and then still have a 2nd action - including a move action - would alter the game in favor of heroes greatly.

A Wildlander with Fleet Of Foot is already fast - 15 spaces a turn. Being able to rest twice a turn would speed her up even more to 20 spaces per turn.
