I don't recall but typically the cut out is to hold the shrink-wrapped deck of cards in place on FFG games. If it wasn't specific to Android, it might have just been their generic insert cut pattern.

When my copy arrived, this was the case - the cards were shrink-wrapped and standing on their sides in the hole in the insert, with the sheets of tokens and the board resting on top.

I find the insert to be just perfect for holding all the game's pieces...I use the depression to hold the cards, store tokens on the underside of that, then put the board, rules, and detective sheets on top. Fits snugly but nicely.
