Activity limits for an incompletely conquered major power are halved, as per 13.7.1:

Incompletely conquered major powers [...] have only half their normal activity limits [...] until liberated.


How should these numbers be rounded? For example, France has a single naval move during a combined action. When Vichy has been implemented, should this half move be rounded down to no naval actions during a combined action, or rounded up to one?

What about if the UK is conquered? Does the 1.5 naval actions allowed for the CW during a combined action round to 1 or 2?

Have always played with rounding up. Can't give you a rules reference to back up my intuitive choice :-).

Try here:

2.6 Fractions

These rules frequently require a calculation that produces a fraction. When you have to do this, round to the nearest whole number, rounding halves up.

Example: Germany has 21 production points. Her production multiple is 1.25, so she has 26.25 build points. This rounds to 26 points. Next year her production multiple increases to 1.5, so she has 31.5 build points. This rounds to 32.

What about aircraft intercept ranges? The Chinese P-36A Mohawk FTR-2 has a printed range of 7. When flying intercept on the Asian map, can it fly one or two hexes away? Thus far, we have said it can only fly one but your interpretation would be two. Have I got that right?

Yeah, let Chinese aces fly far and high! 7/2=3,5; which rounds to 4. Two Pacific hexes.

He would probably have an insane combat value, but I am not too sure about his reorg stat. Also, he would probably be the only unit in the game who would allow for overrun/blitzkrieg even though he really is an HQ-I. whistle
