Can the defenders of a fortified port receive reinforcements via naval transport?

Yes a relief force could enter the space via naval transport, although it would probably be cheaper to just try and break the opponents LOC, by fighting a naval battle.

The original poster asked about reinforcements which implies boosting the garrison under siege.

What you're suggesting, while true, results in a field battle.

A field battle after naval move could be disastrous for the attacker. Steven is right that, if you can get naval units in the adjacent sea zone, the assault cannot occur anyway.

Good point. I assumed, possibly incorrectly, that he meant a relief force.

The only way to "reinforce" a port space under siege is to either win or tie a field battle, or play Il Piccolo Soccorso as an event. The danger of doing a naval transport directly into a battle is that the loser might be completely annihilated and leaders captured. The active player simply has to retreat where he came from, and he cannot retreat to sea...
