The rule says

"Companies may buy additional trains if they can afford to, but any trains must be bought from the bank, and not other companies."

How about IPO, can we buy trains from IPO?? and there should be no train in the bank pool in the last phase.

I think the IPO is considered part of the bank.

The train buying rules are rather inconsistent in their terminology. Sometimes they say "from the IPO" and sometimes they say "from the bank". In one place they even say "from the bank [or] initial offering". I'm not aware of any meaningful difference (unlike the case for shares, where the distinction between the IPO and the bank pool is important).
